SAN LUCAS, Monterey County — October 29, 2026. The central question in San Lucas’s long-running drinking-water effort is not only where a new supply or treatment system would be built, but who would operate it. California’s State Water Resources Control Board continues to list a proposed managerial consolidation of San Lucas County Water District with California Water Service’s King City District among its active mandatory-consolidation projects. The state’s public status table records a September 2025 six-month letter and a February 2026 community meeting, but does not list a completed mandatory consolidation order for San Lucas.
How the governance proposal began
On June 10, 2025, the San Lucas County Water District board voted to pursue a managerial consolidation with Cal Water, according to the State Water Board. On September 5, 2025, the state issued a six-month consolidation letter. Such a letter starts a statutory process encouraging negotiations; it is not itself an executed utility takeover or guarantee that every water system obligation has moved to a new operator.
What happened at the first public meeting?
Residents were invited to San Lucas Union School, 53675 San Benito Street, for a February 26, 2026 meeting to learn about possible consolidation. The State Water Board also provided virtual participation and a March 12 public-comment deadline. These deadlines are past; California58 is recording the historical process, not suggesting they are still open today.
What the state status table says now
The Water Board’s public mandatory-consolidation tracker still shows the September 5, 2025 letter and the February 26, 2026 first public meeting for San Lucas, with no populated date for a second public meeting or final mandatory-consolidation order. That absence should be read carefully: it does not prove negotiations have stopped or that a future order cannot be issued. The state may update its database as the process advances.
Why ownership and construction should not be confused
The county also approved a separate engineering-services agreement in October 2026 for a future public water system, while San Lucas CWD had already filed an interim filter-rehabilitation proposal. Neither project by itself settles managerial control, customer billing rules or a final operating agreement. Residents should request specific notices on the consolidation process, plant repair and system design separately.
Important water safety note: State files document longstanding San Lucas drinking-water problems and historical do-not-drink orders. A potential change of operator does not establish that tap-water restrictions are lifted. Follow current notices from the Water Board or water district rather than relying on a governance discussion when making drinking-water decisions.
