SAN LUCAS, Monterey County — October 29, 2026. A state environmental notice sheds light on a proposed short-term repair for the community’s troubled drinking-water system. The San Lucas County Water District filed a Notice of Exemption on April 17, 2026 to rehabilitate its existing water treatment plant, which serves approximately 315 residents through 87 residential and seven commercial metered connections.
What needs repair at the plant?
According to California State Clearinghouse record 2026040862, the district proposes work on the iron and manganese filtration system. That includes replacement of filter-control solenoids, filtration media, pressure gauges, pipe fittings, associated appurtenances and some exterior piping. Inspectors would also check internal filter-vessel coatings and recoat them if necessary.
Because the proposed work is on existing above-ground equipment without an expansion of the plant’s basic use, the district invoked California’s Class 1 existing-facilities exemption from additional CEQA review. That environmental exemption does not itself certify drinking water safe for consumption or prove the repairs are complete.
Why this is not the entire drinking-water solution
The State Water Board’s 2026 San Lucas project information describes longstanding issues involving nitrate, iron and manganese. State materials also describe a preferred long-term approach involving new drinking-water infrastructure and possible management consolidation with California Water Service. Repairing filters is an interim measure while a durable solution is developed.
In particular, residents should not assume any do-not-drink advisory has been lifted based on this proposed equipment rehabilitation. The authoritative guidance comes from the State Water Resources Control Board’s San Lucas project page and direct drinking-water notifications. Do not rely on articles about treatment proposals to decide whether tap water is safe.
What happens next?
The 2026 exemption notice gives a technical work scope but not a verified construction completion date, contractor name or post-repair testing result. Residents can ask the district for construction updates, public water-quality testing and instructions on any ongoing drinking-water restrictions.
